. it is impossible to tell what areas of the city have patrol specials. by and large, you have a few that are using them in an active way, warehouse building, private homes. >> but a point of clarification, are they not acceptable or not available to certain other areas of the city and the business yes in those areas, because the beat is -- perhaps we don't know who opens the beat, but the person who does own the beat has just allowed it to become inactive. the special patrols that belong on the all-in-one beat can't provide services in a beat they don't own or what. >> they can share the beat, but it has to be authorized. >> by the beat owner? >> yes. >> if an area doesn't have an active beat or someone actively working in it, they can't call up an individual patrol special and ask them to come and be there person unless they have a guard card, and there are many other guard cards across the city. they can phone up and say, can you come and watch my building. can you stand guard at my a.t.m.? they can get the services, but not the ones labeling themselves patrol specialists. >> can we have an exac

of this report, and frankly the report has a lot of issues. maybe you have -- the rest of the -- the rest of us did not get this information until today. there is no mention of police reports, criminal cases resolved because of the specials involved. nothing about the lives that have been saved. they did a great job of covering all the negatives, but failed to see what we do right. we have exclusive right to patrol the streets. the law is on the books. we have asked over and over and over again. the police department refuses to even deal with that. so 1750 is a red herring, this ideas that we're getting an unfair advantage to patroling. that's not fair. any citizen can go to radio shack and buy a police scanner. the majority of security systems patroling have scanners in their cars. that is bogus. if you want to secure the channels, make it encrypted, and then we could have an issue there. you are broad casting it in public, not in digital format, anyone can listen to it over a trunking scanner. you talk about our uniform looking similar, if we are truly private, why is there a need to regulate
of the controllers office, and that's who we report to and work for in this study. so i appreciate you letting us make that pot point of plirks clarification. one of the other things under that bias and a notion that we didn't meet with community groups, we were working here in san francisco since july 2007. we actually exceeded the expectation of the city for the number of community meetings that we would go to, and in fact, we went to meetings in the middle of the night that citizens asked us to, and we went to community meetings all over the city. not the deppingt and -- not the depth and and breath that we did with the foot patrols. so that aside, the issue of monitoring. pause you have, all of you as volunteer commissioners, and then you have a limited staff, your monitoring is going to be a difficult task. we have seen the lack of compliance. while their new president said they are trying starting to keep scrimestats. that doesn't give you what you need foring principles. i think it is great that they have done it for individual clibets -- individual clients, but on the monitoring piece, un
them, free of charge, with the exception of the cost of their ammunition, to use your range, and your personnel are taking their time and resources to set up the training's and give the training to these patrol specials. however, you are doing this free of charge and you are doing it without oversight of day-to-day activities. again, the gap has been created, keeping you in that chain of liability. the other area that we looked at, because the patrol specials put out information to the public, through pamphlets and publications, and expresses quite often that patrol specials are free to the taxpayer. so there is not a tax burden on the citizenry, but in fact that is not correct. there is a position within the san francisco police department that is the liaison to the patrol specials. there is administrative time spent by the command staff and by the lieutenant for your liaison to the commission, as well as all the time that other city departments are placing on this. are very conservative number is not shocking, given the whole budget of the whole city, but it is the fact th
goes wrong at your establishment, call us. if something goes wrong here on the streets of san francisco that is of a nature that needs police attention, citizens should be directed to call police. somebody acting under your charge and under your direction and authority of the commission should not be asking citizens to not call the police. again, getting back to where they patrol, there has been a lot of discussion about community policing, a lot of community members. we asked for and the commission asked for as part of this the client list of the patrol specials. they would not give that willingly. not only would they not give the client list, they would not disclose what they made or when and where they worked or what activities they were doing. some complied and a minimal way and give us short lists. with those short lists, we not only went out on our own but took up the offer of some patrol specials to meet them at their clients' location and look around. because most of the public does not know what the patrol specials are, we wanted to share a few photographs with you. this is one
